John Randolph has compiled a fantastic resource that is the first place I turn when thinking about, writing about, or doing research on land use planning and its impacts on the natural environment. The book provides a foundational understanding of ecosystems, landscape ecology, soil characteristics, hydrological systems, habitat, and more and then clearly explains how land use choices impact the natural world. Originally written by the author in 1992, She spent a year following the Poppers and their efforts to get people to see how the Great Plains states are dying. They are actually running out of water and losing population.

This book is typical of a piece that evolves from a New York Times Magazine article: full of narrative, a bit rammbling at times and a bit on the lite side. Matthews gives some snippets of ecological and historical analysis, but ultimately this is not an analytical book. It is very readable, however, and raises awareness to the ecologic and economic crises of the Great Plains. The piece details two Rutgers academics, the Poppers, who are promoting the notion of a "Buffalo Commons," a plan that involves the federal government buying out the most marginal of Great Plains land to turn into a giant reserve for bison, shortgrass and Indians. The book details much of the angry Western reaction to the plan. It also shows large sections of the West in near ruin, in desperate need of a new, sustainable solution, as current attempts to exploit the arid West by argiculture is producing only dust storms, a depleted aquifier and busted-out farm communities.

This book held my constant attention from the first time I picked it up.Ms. Matthews gives a very even-handed account of what I call "The Dilemma on the Great Plains."She thoughtfully explains the BuffaloCommons plan for the restoration of the plains.She introduces Frank andDeborah Popper, New Jersey academics from Rutgers University, who came upwith the Buffalo Commons plan.I was riveted because I once lived in SouthDakota, near the Montana and Wyoming borders and could empathize with theissue.The Poppers came up with the Buffalo Commons idea in the late 1980sas a way to "save" the plains.It has been very controversial,to say the least.The plains way of life and the emotions of the issue arehandled brilliantly by Ms. Matthews.I was able to see both sidesthroughout the book. As a public official with the planning function, I recommend this book for anyone interested in preserving farm land, open space and rural character. The book focuses on western range lands, while I am located east of the Mississippi river, but I am able to use virtually all of the information. What a wonderful resource!

Here in New Mexico you can see for 50 miles or more on a clear day-- and most of the days are clear.The views are astounding.But as somebody who has come to love these views in the few months that I have been here from Massachusetts, I am also aware how easily they can be spoiled: a powerline here, a radio tower there, a housing development thoughtlessly splayed out on a hillside can blight the views for hundreds of square miles around.With Edward Ranney's photographs, this book inspires us to protect the West's fabulous landscape and with Annella and Wright'stext, it provides a practical step by step prescription for how to go about it.I particularly admire the case studies, where the reader gets to see how the principles have been put into practice and vulnerable western landscapes have been saved.

"Few ideas have bred more mischief in recent times, for the beauty and health of landscapes and communities, than the belief that privately owned land is first and foremost a market commodity that its owner can use in whatever way earns the most money."So begins a remarkable study of the changing views of private property throughout American history. The dynamic tension is between land health, in the Leopoldian sense, and unfettered freedom. Freyfogle explores the major common law doctrines dealing with private property, as well as evolving statute law. Interwoven throughout the book are reviews of relevant Supreme Court cases. Landowner rights are seen as a "bundle" of rights that are subject to change as societal priorities shift. Although the book is fundamentally about law, it does not at all read like a legal brief. It is a very engaging read. Freyfogle reviews in detail the "tragedy of the commons", contrasting it with his own "tragedy of fragmentation." The two prophets that serve as his muses are Aldo Leopold and Wendell Berry. It is clear that we are going to have to rethink property law issues as we begin to face the limits of our growth. Freyfogle's book will be an important guidebook for us for years to come as we begin to grapple with these issues.

Kelo, et al v New Haven, Conn. will be heard by the Supreme Court this session.New Haven is attempting to condemn a series of properties and LEASE the land to a developer for 99 years at a $1 a year.That is a unique twist.The city will own the land but the developer gets to build and sell the houses and commercial buildings.What makes this even more incredible is that the new owners of the the homes, never own the land.So 20 or 30 years from now the city can take their houses and build something else the "City" deems better use of the land.

Author does a fantastic job of documenting cases where city council members and local governments propose a dime on the dollar to take private property in order to allow big business to add taxes to their pockets. No accountability! Small property owners do not generally have the money to hire the right lawyers to fight the system and are often overcome by eminent domain abuses of the local government. Without a lawyer, it is hard to know the law well enough to fight local government abuse of power. Books like this one can highlight what should be a great bipartisan case to protect average citizens like us. ... Read more
